Every enforcement action on private property can be challenged afterward, and the challenge is decided on the record — what the signs said, what notice was given, who authorized what, and whether anyone photographed the vehicle where it sat. Build that record every time and disputes end quickly. Skip it once and a $150 tow becomes a complaint to the Public Utilities Commission with your name attached.

Towing itself is a regulated activity carried out by a PUC-permitted towing carrier, and the authorization for any given tow has to come from you as the property owner, leaseholder or association. Our job is the enforcement and the record behind it — the part that determines whether a challenged tow holds up.

How Enforcement Gets Set Up

Audit the signage first

Colorado sets requirements for the signs that make enforcement possible at all — what they say, where they sit and how high they are. We look at yours before quoting, because enforcement built on inadequate signage is enforcement that falls apart on challenge.

Write the rules down

Which violations get a warning, which escalate, how long a vehicle sits before anything happens, who at your organization authorizes removal. Agreed with you and reviewed by your counsel where residential property is involved.

Patrol and document

Rounds at varied times, with every action photographed and logged. Notices go on windshields long before anything gets hooked to a truck.

Escalate only with authorization

Removal happens when your rules call for it, with your authorization on record and the notice requirements satisfied. If a vehicle owner turns up before the truck leaves the property, Colorado gives them the right to have it released.

Report and adjust

Logs of every violation, notice and removal, plus a periodic read on whether the problem is shrinking. A lot that still generates the same violations after six months usually has a rules problem, not an enforcement problem.

COMMON QUESTIONS

Parking Enforcement FAQs

Can you just tow anyone parked where they shouldn’t be?
No, and any company that says yes is a liability. Most states regulate nonconsensual tows from private property closely, and Colorado is among the strictest: signage requirements, advance written notice in most residential situations, authorization from the property owner, and photographs before the vehicle is hooked. Enforcement done outside those rules can mean the carrier forfeits its fees — and the complaint still lands on your property.
What happens if the owner shows up while their car is being hooked?
Colorado gives them the right to have the vehicle released before it leaves the property on request, and for residential private property a drop fee cannot be charged. Our officers are trained to expect this rather than escalate it, because a confrontation in your lot is worse for you than an uncollected fee.
Can we tow for expired plates or registration?
Generally no. Colorado prohibits towing a vehicle for expired plates or registration unless law enforcement directs it. This one catches a lot of properties out, because it used to be common practice.
Do you boot vehicles?
Tell us whether booting is something you want considered and we will give you a direct answer on what we will and will not do on your property. Immobilization carries its own rules and its own confrontation risk, and it is not automatically the gentler option people assume it is.
Our signs are old. Does that matter?
A great deal. Signage is a precondition for enforcement, with rules covering content, placement and mounting height. If yours does not meet the current requirements, fixing the signs is the first job — and it is cheaper than one disputed tow.
Will this make residents angry at us?
Handled badly, yes. That is why enforcement should be graduated and predictable — notices before removal, consistent rules applied to everyone, and a documented reason every time. Most of the anger in parking enforcement comes from people feeling singled out or ambushed, not from the rules themselves.
